Release 3.6.2 - Fix LSMS message (June 2022)

Bug Fixes:

Bug 3107: NPAC Simulator sending an invalid LSMS message.

• Root cause: The simulator.sv pending table was being used temporarily for storing record values, the values are later used for composing the LSMS xml for the "Delete" download message. 
• Solution: Update the model configuration to optionally over ride when we specify the Version ID.
