Release 3.9.1 - Updated SV create and port out status (Sep 2022)

Release 3.9.1 9/15/2022

Bug Fixes:

• Port-Out Status Update
  • Reported Behavior: 
    • After approving a Pending Port-Out, the status was showing LSR Supplemented and should have displayed "Authorized"
  • Root Cause: Discovered that the NPAC Testbed was not communicating with our system 
  • Issue Resolved
• SV Create Not Updating to Failed Status
  • Reported Behavior:
    • Failed SV concurrence not updating to a "Failed" status
  • Root Cause:
    • NPAC error was not communicating correctly with our API
  • Issue resolved by our Development Team through the completion an update on 9/14/22.   
    • When SV Create fails the status will update to a "Failed" status.
